Small Perl Shopping Cart Program

**Summary:** Need a custom perl (Open to PHP, or other language design) program designed that'll act as a shopping cart for my website, with versatile administrative capability. Have several specifications that I need that won't allow me to seek out and purchase a pre-designed package.
Several things unique to my company, etc. It's nothing complex at all, I'd almost code it myself -- but I lack a solid knowledge of Perl.
**What I need:**
* A CGI interface when someone clicks on a product to display the product, price, description, etc.
* An interface that will figure up the tax and shipping costs on an item via modifiable variables.
* Two tax options, inside Texas and out. (Would also like input-able area to include future taxation modifications)
* Shipping options -- UPS Ground, UPS Second Day. (Same as above. Future shipping modifications might be necessary.)
* When an order is placed, I need the data stored in a secure directory, to be viewable at a later point online. IE, no real time processing takes place. So, essentially, they enter all their information into a secure form, on the secure server -- and it's stored in a secure directory. An email would then shoot from the server to the user (giving a confirmation of sale), as well as the administrator (me, so I can charge them).

* No user login authentication should be necessary for ordering.
* I need all variables for ANYTHING (such as price, description, etc.) modifiable from a central user-friendly administrative panel.
* Important -- Administrative Interface-wise -- I need a way to easily add/remove/edit items/descriptions/prices, on all items.
