traffic and marketing website - repost 2

I already have this built and live right now. Please take a look at [login to view URL] and [login to view URL] this was build in 2006 on windows server. I need it rebuilt and updated to be used on Linux server. [login to view URL] features: members join for $xx/mo, once in members area they can add 1 url (website) 1 Banner 468x60 1 Banner 125x125 1 description per site/campaign. they can add as many sites/campaigns as they want in there account for $xx/mo each site. in member area they can see stats on there site traffic and banner traffic. once they pay they can add there site info and will be billed each month a recurring payment. if they delete a site then it should stop payment. if they stop payment then it should disable the site in there account until it is deleted or renewed. *** In the main site admin. need to be able to site check each site added to make sure they are not sites we don't allow as for bad content ot frame breaking and so on. so i need to need the site to be able to test all sites added to make sure they are safe before they are added. and if they are changed they need to be tested again. I need to be able to email each member or all members. need to be able to add, delete, and edit all accounts and all info in each account. also need to be able to set up accounts for my use for free. I need banner code to place on other sites in my network that shows random banners from members one code for the 468x60 and one code for the 125x125 I also need a link that randomly shows a site from members sites. EX: [login to view URL] each time this is loaded or refreshed it will show a site from the members of [login to view URL] in random order. Home page: menu: HOME, MARKETING, OUR NETWORK, JOIN on each page have place for 468x60 banners and 125x125 banners *HOME page will have info about the site. *MARKETING page will have info about marketing. *OUR NETWORK page will list all sites in our network.(these will be my sites that i use for traffic) *JOIN page will be membership signup page. Also have a login box on each page with recaptcha. *****clean code, ease of use, and security a MUST. [login to view URL]: need a search site that only uses sites from [login to view URL] members sites. Top part of site should have search box to type in search term. under the search box should be a list of categories same as the ones on [login to view URL] then if you just click a category it will pull and post results from all [login to view URL] sites in that category all search results should be listed with description and 468x60 banner. * On the main page (sponsor site) should be shown under the categories on the main page only (in a frame or something)and it should be a random website from [login to view URL] members site and a different one each time the page is loaded or refreshed.
