Joomla Template Creation and Install On Website

We currently have a fresh installation of Joomla 2.5 installed on our server. We require a graphic designer to design a Joomla website template based on our specifications. This is a very basic website template. Nothing fancy. A sample template link will be sent to you once the project is awarded. You must firstly design a couple of concepts layouts of the website layout. The concept layout should be provided to us in PSD/JPEG format and once the touch-ups are done the designer should be able to code this into a Joomla CMS. There is a lot of ongoing work involved as we constantly get work for web development projects. This will be one of the many projects we send through to the successful developer. We also need you to install a nice menu system in the Joomla template. The menu system must be able to handle submenu's expanding out from the main menu. Finally, once this is done, I need you to install any good and advanced article editor in Joomla. The standard article editor does not do any advanced functions. I need something with more options. The Budget for this project is between $50 and $130. I need this project fully completed within 24 hours. I will be awarding the project to someone within 1 to 3 hours once this project is posted.
