Convert Google Extension to Wordpress Plugin

Hi I have a very simple google chrome extension that is all coded in Javascript. I need this converted to a Wordpress plugin and bootstraped to a custom dashboard, so users of the plugin do not see the wp-admin area. Also, this will be a membership site run on Wishlist, so basic instances per user must function inside the dashboard. Must know how to code well with php and have examples of bootstraping Wp-Admin area, Must be able to start right away! Thanks :)
