Build WordPress Plug-in that Pulls data from Various APIs based on User Inputs

Quickly build/code a high performance, fast and efficient WordPress plug-in for our website that renders data from 1 or 2 external data sources (get, upload, parses, download and display relevant data) in a visually appealing graphical interface or dashboard with data export options. The plug-in should be dynamic enough to permit easy add/remove/modify of existing or new API data sources, API keys and data variables. All of the data retrieved must be stored in a MySQL or NoSQL database and quickly retrievable by the plug-in upon entering a search query. New data for previous database queries should only be retrieved so often based on a selectable refresh time period drop down menu in the plug-in settings/preferences. Specific table data resulting from a given search query should be easy to add to a new page or blog post using a unique WordPress short code identifier or code snippet, or both. At a minimum, I would like the plug-in to be able to retrieve data from the SEMRush API based on specific user inputs and display it in a CSS style that is similar to the original CSS formatting shown on SEMRush for that data output. The plug-in should be able to display the query results in a HTML5 responsive jQuery table as well as rendered and downloadable in either PDF (.pdf) or Excel (.xls, .xlsx or .csv) format and it should also be able to easily email table results to multiple email receipents as a PDF or Excel attachment or as a pasted table in the email body. If the initial project budget estimate range is too high or low for the plug-in specifications, please propose a alternative budget range and I will consider that proposal. However, my intent is to start this project at a simple project fixed budget/rate and if the proposed scope of work starts to feel beyond the proposed project budget or price range and we feel it's relevant to increase the budget once the project has commenced, then I won't hesitate to increase the fixed budget or add additional milestone payments beyond the initial project budget. My idea is to see what you can do for $30 to $250 and then we can further take things from there if things work well.
