Write an Android application with bluetooth connectivity. Simple project ($30-250 USD)

Write an Android application to connect to a bluetooth device. This bluetooth device is an arduino board that is programmed to send a JPEG image over bluetooth and the image is encoded in HEX. The purpose of the app is to let the user select the device to be connected to and then the app will receive the JPEG image and decode it then display it inside the app.
