Web based mobile app biulder reseach

I want to create a mobile app for Android & iPhone and preferably Windows phone as well which is working totally off-line and looking for a web based app creator site (similar like [url removed, login to view]) which offers the following features:
-inserting videos (uploading from my computer or maybe from youtube) and pack the video into the installation package as the mobile app must work off-line.
The number of video insertion capability: its should able to handle at least 10-20 small videos each about 1-2 min long and some long one with a total length of about 1-3 hours .
-it must have at least a normal quiz module and preferably a learning type of quiz possibility which repeats the questions with bad answers. It should be able to handle at least 80-100 questions.
In the normal quiz the algorithm would randomly select the questions out of these according to the setting (for instance: 15 questions /quiz)
The historical quiz results must be available to be seen in the app.
-It should have a reasonable price with no ads in the app
