Hi I had gone through the requirement, and it looks really simply. But as you said I am not sure whether apple approves this webview based app even if we place a button to share. If we could add some static pages like about us or something else we can reduce the chances of rejection, and it totally depend upon the person who is reviewing it. As per apple's documentation they will reject app with only web content, so we can hope they will approve if we include some additional features. I have good experience in iOS app development and had submitted 50+ iOS apps, some of the apps given in my portfolio are not available temporarily until the client's developer account is renewed. I had done projects both in Objective C and Swift, so I can develop the app in any language as you prefer even though I am more comfortable with Objective C. Don't compare my skills with the number of projects completely through freelancer, since some of the major works are done through Odesk (now its upwork) or directly through Skype to avoid the service charges. I can guarantee you the timely deliver of the app in good quality. My bid is for 30 USD + freelancer service charge and the build will be provided in less than 3 days (probably in 1 day).
