I'm interested. I just completed another AR Tech Demo, and I'm quite enjoying the technology. Ok, so this can be done with Vuforia, the $99/month license. So, you'll have to buy that for yourself and then get me access to develop this. Also, to test and run the code, you'll need a fairly new Android, a Galaxy 8 for example, since previous phones cannot do AR. Also, you need one for testing, since AR won't run on simulators.
Anyway, I'll do the code, testing and also upload a video of the code running so that you can see it in action.
Now, for the specifics, if you want to be able to pick a random object and recognize it no matter the distance, lighting, orientation and shape and show a flawless animation on it... not on this budgget, no.
A reasonable goal would be to recognize a WELL-DEFINED shape, like a polygon, with a CLEAR color, like RED over white background, for example. In a straight orientation, well lit, fairly close to the camera. That's probably doable within your budget. Vuforia has various features to assist us with this task, for example, they have android app that "scans" objects and then we can use those shapes as "things to recognize", so we def need to try this and see if it works, and after we get some real world results we can do another project for a follow up with your clients.
As for the animation, well let's start with a static object, ok? Playing an animation can be done later.
