About 1 hour formatting a paper in Microsoft Publisher

I have two papers, each about 15 pages total, the text is written (minor edits once laid out in publisher, photos are for the most chosen, all are available. No graphics, simple footer, but very particular submission requirements regarding text, size, format, margins. We'll work together for about one hour on Feb 1, starting ideally at 9 am Seattle, Wa time. Maybe 10. We'll share documents on dropbox. I'll plan on this taking one hour, if it looks like we need more, we can. If it takes less, you get the full bid. I am looking for someone in the States or Canada, most likely. You have likely taught or consulted on publishing, may worked at a printer, you are efficient, friendly, easy to get along with and fast. You are a professional.
