Marketing Automation (SMS Intetgrate with woocommerce, with drip feed and condition sets)

hello. So here's what I need. I've got woocommerce, and I need to have email reminders sent to my clients about placing orders each week. If the person has already placed an order then they won't get a reminder for that week, if they have not placed one then, they will get a reminder. During the reminder SMS, They have to press 1 or 2, press 1 if you plan to order, press 2 if you won't be ordering this week. If they press 2 they won't get another reminder until next week, if they press 1, then 12 hours later if they have not yet placed an order they get second reminder. It will need to constantly fetch order data so it can work intelligently. Is this possible? and what is involved? I signed up for active campaign but it's too expensive 300 a month for what I need. I have twilio, and zapier account, is there any kind of automation we can create? I'm also interested in email work flow but right now my main concentration is on the SMS.
