Convert raw leads into mature/genuine leads for my home based fine jewellery business

I have a bespoke jewellery business where I design and get jewellery manufactured in the UK. The business is based on personalised service. The way it works is that the client tells us their requirement in terms of either they have seen some thing somewhere and want to get it personalised or they have a design idea and I work with them to finalise the design based on idea. We then buy the stone based on the finalised design and get the piece manufactured here in the UK. The customer gets a better quality product than high street and is cheaper up to about 30% than high street.

While we have a product that works, we have not nailed down how to market it effectively.

The requirement is NOT to create a marketing campaign on facebook or google. We have those in place. We can get 15 to 20 leads a day when we run the campaigns on facebook and google. Let's call these raw leads.

So the ask is for someone to nurture these initial raw leads into genuine mature leads for us by setting up a meeting with these leads (our conversion rate is pretty high) and ideally either charges us for wach mature lead with whom a meeting is set up or takes a commission on sales (more lucrative).

The reason I want freelancers who are based in UK or Europe to apply as that is our target geography and understanding of market is essential for this task.
