Federated Provate cloud establishment

I am looking for devops engg who can deploy a federated cloud (openstack & open nebula). For now the federation consists only private clouds. Further enhancement may include public cloud. Please go through the listed below req and let me know your comfortability. We are proceeding only with one req at a time and I want you to start with pick req1 by establishing federation.
