File complaint against illegaly operating Letting agent

Situation:
I’m a foreign Landlord and in July 2019 I asked a Letting Agent to take care of my Apartment in Manchester. Unfortunately it turned out that this Agent was a scam:
• Is not member of Government-approved letting agency redress schemes.
• Contractual agreed Inspections of the apartment have not been done.
• He holds back rent.
a) I want to trigger the needed legal action to enforce the payment of the rent and interest (~1000 GPB), also the fees I paid over the last 6 month.
b)To avoid this scam for others I want to trigger legal, as the business operates without membership of a redress scheme.
I would love to get file the needed paperwork to the local authorities to stop this company of operating illegaly.
