Build for me a functional prototype based on BlockChain to be used for Crime reporting, Case management, prosecution and rewarding of whistle blowers and other stake holders.

The system will be blockchain based and will be accessed by members of the public through a mobile based app and a web based portal that should not leave behind any digital mark for whatsoever reason to ensure that the whistle blower is protected to the best ability of the available technology. The system should be able to reward various anonymous whistle blowers upon conclusion of the cases or upon investigative arms of the gov't gathering enough evidence. The system should assign anonymous users pseudo names and allow them to be identified biometrically for future authentication when assigning rewards after case conclusion. Users can choose to either have their identity revealed or not. The immutable ledger copies should be maintained by as many gov’t institutions as possible. This will ensure that the true meaning of block chain is maintained. Investigative arms and the media should have access to the data for purposes of openness since this is a matter of public interest. Every involved party will have its own view based on what they want to do on the portal. The system will be workflow based; this means that every step of the process will be clearly guided by system based rules which will monitor who is sleeping on the job and ensure automatic escalation of cases if they delay for far too long in a given step. This will also ensure proper auditing at every step of the investigation. Investigators who conclude their cases on time and to the satisfaction of the laid down procedures will be rewarded based on rules set in the system. These investigators will also remain anonymous to the public and will be assigned tasks by the system based on certain agreed rules. The system can even assign the same case to more than one investigators without their knowledge to ensure proper investigation is carried out. Users will be interacting with the system through a mobile based app and/or a web portal. This app will be freely available and can be downloaded by every citizen free of charge. The system can also be used to monitor progress for various ongoing cases. It will show which people are involved, what crime is it? what has been recovered, which sentencing has been made by the judiciary e.t.c.... Why Blockchain: Blockchain technology is best suited for protecting the identity for those reporting various crimes (including corrupt dealings) as well as ensuring that data and documents related to various cases cannot be tampered with. If the blocks can handle all the documents and data generated in various cases, then blockchain can be used to handle case management as well, else a complimentary case management system will be incorporated.
