Link building - Blog/guest post, text ads, etc

We have about 5 keywords (Apparel & Fashion sector), we want to start working on from scratch. The aim is to start ranking on Google and eventually find our way to page 1. We know what needs to be done, but at the same time, we always listen and if there are any new methods, we will take them on board very carefully. Firstly we're not interested in Article or directory submission. We know all bulk submission sites like that can do those activities very cheaply and we will use them. Secondly in almost all cases, the "articles" written by Freelancers need to be re-written from scratch, and that's a lot of work for us! What we're looking for is blog/guest commenting & link backs from high PR websites like squidoo, tumblr etc, text ads from high PR websites. We've worked with a few Freelancers in the past and whilst they've been reasonable, their packages are often too "off the shelf" and doesn't give flexibility, so if you want to be seriously considered, please don't just send your Bronze, silver and gold packages. Instead give some real options and show us previous examples and tell us why you think your methods are more effective in Google rankings. We do have a lot of knowledge in SEO so we can tell the difference between "doers" and "claimers", so please be honest and don't exaggerate. If we find you to be genuine and your methods really effective, then we will use you again and again and we could even use you on a monthly basis. Reports are very important to us. Please clearly specify how long you will take to do the job, how many, reports you will deliver to us. Also let us know the format of reports (i.e. Spreadsheets, Word docs, PDF, etc...)
