Public Relations / Marketing for new HR Website

We have a new Human Resources specific web site which is one of those "I wish I thought of this" sites. It's free to its users (at this time) and is overall a great idea. The site is active and has a few clients. BUT, because of time constraints (yes, I have another full time job) I am unable to devote the time necessary for marketing/public relations.
What we need is, a person (prefer someone in the Los Angeles area) that specializes in public relations and marketing for a "dot com" business. You should have connections and be able to get us noticed, written up, and perhaps even noticed by investors.
**** Because we are a very small start-up, we dont have a lot of money to invest ourselves. We would be willing to pay more if we see results, pay by the hour, or we would consider paying with company shares (remember those lucky few that worked for shares at Facebook, and now are millionaires?) *****
