Develop a responsive email itemplate

We require an email template that works effectively on desktop, tablet and mobile. We will provide a PDF of the layouts. The default layout will be for desktop, but will use media queries to respond to viewport size to hide/show/resize elements as appropriate. The template will have placeholder images and copy as we will be using this as a base template.
The email must work effectively on the desktop for Outlook (2003/2007/2010/2013), Thunderbird, Mac Mail, GMail, and on handset for iPhone, iPhone Gmail, Android Gmail on a tablet (eg Nexus 7). It is expected that you know and will use all the dirty tricks required to get this done (tables, inline css etc)
We know what is possible and reasonable to achieve in this context, so won't be giving you impossible layouts. We will work with you to modify the design where compromise is required due to device capabilities. We will listen if you have great ideas that can improve the outcome of this project.
