Mobile development together with a payment gateway

I need a responsive website. I would like it designed and built. I have a company that deals with ICT services but also looking forward to own some products such as the betting software i am gonna tell you about in below lines. SYSTEM OVERVIEW: System will me a mobile application that runs on android and i-platform that allow user to bet for different sports just like other betting systems. Unlike other betting systems this will work as follows. A user will be required to create an account for free. Then a user will be required to top up his/her account with cash in Tanzanian Shilling as a currency. Payment may be done from bank accounts, Mobile financial services presents here in Tanzania such as M-Pesa, Tigo-Pesa, Airtel Money and many more, also top up can be done through our own agents via our own programmed POS, all these channels will be consolidated through our own payment gateway and hence a tender winner will be required to develop this gateway as well. Upon top up his/her account, a user will be give a virtual cash that he/she will use it for betting on different sports through out a week. For example a user puts in TZS 5000 and gets TZS 100000 which is virtual (Meaning he cant withdraw it, he can only use it for betting purposes). At the end of the week the system should be able to list all users in ascending order from the user with highest virtual cash to the lowest and the system will award top x (this will depend on number set by system administrator as well as the amount)users with cash that will be topped up to their real account that they can transfer them to different channels for withdrawal. Users with equal amount of virtual cash will be judged based on number of bets, user with highest number of attempt will be preferred. Also the system should be able to list in descending order users with highest number of attempts to lowest. Odds and match updates will be fetched from third part system such as [login to view URL] , you can use this system during your development so as you can easily test functionalities of the the system. System should also be able to accommodate future changes such a development of website and prize decision variations. USER INTERFACE: User should be able to login/logout to his/her account, Reset password through his registered email or phone number Should get push notifications on all matches he/she has bet, disabling of this feature should be possible. Should be able to see his/her virtual and real cash cash balance and statements. Should be able to bet as much as he/she can in a weekly bases, meaning at the end of the week real and virtual cash expires and he/she will be required to top up again to get another virtual cash for another week. Should be able to see his position based on virtual cash he/she has and how much he/she needs to get to top X position to win an award. Should be able to transfer his/her really cash to any channels registered by the payment gateway. ADMINISTRATOR INTERFACE: point 1 and 2 of user interface should apply to admin interface. Administrator should be able to see all real cash available, fetched from payment gateway. Should be able to enable or disable user account in case of fraud or any other reason. Should be able to see all users in descending order based on their virtual cash amount. Should be able to decide number of users and amount to award on top users. Example administrator should say number 1 user will be awarded TZS 1000000, second one TZS 900000, 3rd TZS 700000 and 4th - 10th 200000.
