Website design for engineering forum

I want to design an engineering forum based website. This will be something similar to [login to view URL] with following features as a minimum:- • A registration page for everyone to provide his email id, username, password, mobile number, profile picture to register himself with our website. Email verification also required. • Registered members can login with us and can store their username and password via cookies to keep them login on a specific browser. • We can assign each member (user id) different levels like admin, supervisor and user to provide different access level on our website. • Every registered user can use his login to initiate a topic in public forum. However, topic in public forum will only appear to general public to read and comments after approval from one of our supervisor. • Every registered user will have an option to initiate a topic in specific forum as well. If they initiate a topic in specific forum rather than general forum, only our supervisors can see and comments their discussion. • Supervisors will have right to make a specific forum view able to general public after resolution. • The project will proceed step by step where we can suggest changes in working website at different stages and you will seek for our comments and completion of every portion of the website to ensure that everything is on right track. • You will write coding of website in a standard format that will be easy to modify by any other programmer for future use. You will provide every part of the code after completion of project. • You will provide SSL and CDN certification for our website. • You will select best hosting server and domain for our project and integrate our website with hosting server and domain. (Budget of server and domain not more than 50$) • You will setup our 5 email address and integrate them with our outlook. • You will provide us training on wordpress to update content of our website • You will provide 6 months technical support with the website. • You will provide 1 month support to resolve any scope inconsistency in website. • You will provide SEO support to bring our website on front.
