Web service for dance schools

Hi I want to create a web service for dance schools, making it easy for their dancers to sign up etc. The service should be simple to use for both dance scools, instructors and in particular dancers. I want the following services at the portal for dance schools Member database – name, mail, phone number, classes, payment information Mailserver to send out common mails for whole database or teams Button for sending out standard mails on payment, changes etc. Class setup – dates, times, price, instructor Instructor setup – classes, mail, phone number, wage information I want the following services at the portal for dancers Sign up - Facebook My page – information of dancer, classes, payments Sign up for classes Registration of participating in classes a given day Overview of classes and instructors See pictures and videos from classes I want the following services at the portal for instructors My page – classes, number of dancers on classes Button for sending out information to dancers via mail Upload pictures and videos from classes I want the full page setup and design as to my instructions. Page should fit for both desktop and mobile use.
