Need WooCommerce Site Programmed

We would like the new site designed primarily through a Content Management System like WordPress or another popular system. We have another programmer that has been working with us for a number of years on a couple of back end sites we operate for the school. These are set up to accomplish everything to follow through once a student orders so the two will be connected. The ordering system will need to integrate with these custom websites using inter-server communication, such as through HTTP POST (in JSON or another suitable format). This communication may be back-end server-to-server, or it may be client-to-server (through JavaScript and or jQuery). The new website may need to fetch lists of items (such as courses) from another site using HTTP. Some of the transactions may require AES encryption or encrypted tokens, although the current programmer for the other sites will be available to assist with this aspect of the process if needed. When an order is placed, the ordering site it will notify one of the other sites of those products and options chosen, in addition to information about the customer such as name and email address, plus some custom information fields. Let me know if this within the realm of your current programming capabilities. A key part to the site will be what we call "Dynamic Ordering". We offer certain courses that a series of choices need to be made as they are ordering [e.g. [login to view URL] Here they first choose Topics portion - yes or no and in the future it will be a choice on how (yes - then by self study or online) then they choose the Interactive yes or no and yes is currently classes only (in the future classes or online) and they need to choose day or eve's and day classes require 2 choices]. Now as you can see just trying to explain this it gets complicated. Before they are ready to order they will be able to see all information and choices. We are looking for a way/system to make it interactive once they are ready to order (e.g. click on order button then first step choices are explained and they choose the move forward to second step choices explained then they choose, etc through until all the selections have been made for the course/product they are ordering). This will literally take them step by step through the order simple enough for a 2 year old. Currently about 1/2 of the products I offer require 2 choices but even the products that do not need choices we could use this to give some information about as/right before they add to cart.
