I would like to develop the website from scratch instead of using any theme as by using theme there will be no provision to make any changes for future use. I have read the description. I think you have a website which needs to be redesigned. The contents/texts/images can be taken from current version. Moreover, you can provide more images if required. You would like to create theme from scratch, in best case. However, if we use a theme, you want to ensure that nothing is there which is not being used like plugins etc. I will choose the first option.
