C# Program to convert an Excel Speadsheet to XML File

I need a simple executable (c#) to convert an Excel Spreadsheet (one worksheet) into an xml file.
This needs to run on a Windows Server with NO Excel (or office) installed
I attached the Excel Spreadsheet (only SheetA needs to be read from) and the XML File Format should look like:
