Excel Vba/ Vb.net

i need a coding in excel vba/ vb Main Point :- Must not have mandate Admin access mandate- should be able to work on client systems Must be multi user enabled- At times its possible 30 or more users access the file. i have a small firm. I need my emp to keep track of the information. So i want my emp to fill the forms and we seniors/manager can action on requests Functions I need 1) Login Portal- Multi Level a) User b) SUP c) Designer a) USER Level :- a) Only Access to fill request forms( File Attached) - 5 Such forms with format and scripting changes b) cant close the prog window and return to excel,cant un hide sheets or view data b) TL Level :- File attached a) Access to change values to the data submitted. b) option to approve or declined or reinstate the request c) with details of last action done d) Keeps track of all the requests is respective state e) option to add USER/ADMIN f) option to reset password g) cant close the prog window and return to excel,cant un hide sheets or view data c) TL Level a) All Access with feature to end script and code or make changes to code File attached is semi complete file but shows a concept what I need
