Design it to be modular with each module able to balance from 2 to 5 batteries connected in series. Batteries will be either lithium (2V min to 4V max) or lead acid (11V min to 16V max). Therefore the circuit should be designed to operate under a wide voltage range (2V-16V per battery). The maximum amount of current that must be shuttled is 5A @ 14.5V.
There must be just three modifications to the circuit:
-LEDs to indicate what the system is doing- balancing, balanced.
-Circuit should enter a low power mode once batteries are all within 10mv of each other.
You must select the proper component values, and add the features as listed above and make a PCB schematic with gerber files for PCB production. Also if you decide to make the balancer using a microcontroler instead of entirely from discrete components it must be done with an ATTiny2313, and the source code will be needed. Keep in mind the voltage source for the micro controller are the batteries it is connected to, and voltage readings might be inaccurate without a delta-sigma ADC because of the noisy environment.
This is an open source project with a low budget, so the lowest bidders will have the best chance of winning. This project will bring affordable electric vehicles one step closer to reality. You have most the circuit designed already so it shouldn't take long to implement the other features, select component values and layout the PCB.
