Black Light Moth Trap Design

Hello Everyone,
we are looking seeking a manufacturing blueprint for a black light moth trap prototype that fulfills the following requirements:
1. Waterproof and Otherwise Weather Resistant (Plastic Body Preferred)
2. A central black light tube (previous models have utilized the Philips 6W 9inch T5 Black Light Tube for example)
3. A removable cylinder of 1cmX1cm firm mesh, surrounding the central black light
4. A removable plastic bottom, about 2 inches deep and capable of holding liquid attractants
5. A simple and secure hanging mechanism
6. A solar panel capable of lighting the black light tube
7. A timer, allowing the light to be shut off in the morning and activated in the evening
8. 12-16 Inches in total length
9. 4 inches in total diameter (a cylindrical body is preferred)
