Retry logic for c# Windows sql server project

c# Windows application connected to azure database, we need to implement retry logic for connection loss. If no internet or no data base connection, application should not continue and it should popup messege as shown in the attached image. After fixing connection they should press retry and after that only it should continue. If they press exit application it should close safely. Same logic should work in start up as well as while running the application. When i click the button without internet connection repeated error comes as shown in the attached image. I had put the breakpoint at the beginning of button click but error messages just pops up and not able to reach breakpoint. Please bid if you are completed same type of job & can complete via remote, otherwise pls don't bid.
