Hi, I'm an expert and experienced developer having on numerous projects involving Twitter and it's APIs. The 3 criteria: - the subjects they are used to write about - users can be searched based on #hashtags present in their tweet - the area they live in - users can be searched using the latitude/longitude data present in either their profile or their tweet - the number of followers - this can be easily fetched using Twitter APIs I can develop the tool using either Python or Node.js depending on how you would like to use it eg. command-line tool, web app etc. Please get in touch with me for discussing further details.
