Create a single page index.html from the PDF design

I don't want any programming logic (Javascript/Typescript) or others, and specific functionality that requires backend.
I just need to convert my PDF file to a printable WEB page ([login to view URL])
Whoever accepts this task, should at least use a library such as Bootstrap or any other, and under no circumstances can use an internet converter from PDF to HTML (like PDF2HTML etc), as it makes the code completely unreadable, and does not convert completely into HTML, for example, these Online converters copy the image background and convert only some texts, and do not use any indentation.
Functional requirements:
1. The [login to view URL] file must be created in such a way that when pressing Ctrl + P (print) the first page, in the print preview, is equal to the PDF, the same is equivalent to the last page.
This requirement is not applied only for the second page, that is, if the number of items (which in the PDF are 6) is much higher than 6, under these conditions the second page may become split (that is, generate new pages) in the [login to view URL] when pressing Ctrl + P
Importante note:
The 6 items (in second page) of the PDF that I am referring to are these: [login to view URL]
2. A library must be used, for example, Bootstrap, it is not relevant which library will be used, only that some Frontend library is used to assemble the pages.
3. Under no circumstances can use an online converter from PDF to HTML, like PDF2HTM, convertio or any others, etc.

Although it follows almost all the requirements, it is not indenting and not using any framework, that being said, it is very difficult to modify it, for example, if I want to add a new "item" (please check the IMGUR image to understand) , I have a lot of work to do
