CS-Cart Problem

Dear,
We have a problem with the cs-cart system.
Sometimes, when my clients are trying to place an order they receive an error message: "Your order has been declined by the payment processor. Please review your information and contact store administration."
The payment methods that I have are COD, money transfer (Western Union - Money Gram), bank transfer. Even when I am trying to place the order with other payment method, the result is the same.
Please be noted that :-
1- All Payment methods has processor : offline.
2- The initial payment method has Inventory as Increase.
3- The order appears in the admin panel with no problems but the client will think that he has a problem with the order because of the error message.
I will not give any access information to the system or the cpanel. This project is for whom know the problem and know how is the solution.
