Troubleshooting site-to-site ipsec tunnel between two cisco routers

I do have two cisco routers 1900 (router1) and 856(router2) series. the ipsec configuration is configured but the tunnel is not up, the show crypto ipsec sa shoing that the tunnel status is DOWN. router1 has static ip and router2 is adsl and getting dynamic IP address. this is urgent and i need someone who has deep understanding of access-list and ipsec knowledge to fix the issue.
