Windows service (win workstation and windows server) delete files older than X days

I need a simple windows app that will install as a service and will monitor 1 or more folders and look for files older than X days. The time and folder paths should be able to set in a config file and the service restarted to be able to update. The service will not need to recursively go in to sub folders. It should just follow 1 or more directory paths that we give and monitor those. Service should auto start itself on reboot. It should just run hourly (or whatever time interval is set in the config. probably we can assume minutes as the unit of time.) Delete should be a permanent delete - we would like to incorporate a secure delete approach like this [login to view URL] i know its not perfect but it should thwart a normal attack. At each run the app will be processing possibly thousands of files. they are all relatively small ranging from 10kb to 10MB Looking for fixed estimate and timeline for this. Really need it done in the next 3 days ideally. Please no generic posts. I cant chat with everyone on this. so ill focus just on the non generic bids or the ones with real and relevant questions. thx!
