Simple Serial Communication with Mouse/Keyboard Press

The goal of my application is to send serial characters to my Arduino attached to my computer. I want to make a program: Uses low level mouse and keyboard hook. Program Features: - Doesnt have a GUI and runs in the background processes - Runs as Administrator automatically - Imports text file from ://C drive of the COM port and the baud rate EX.("COM3,9600") - When Left Click is pressed ("@") is sent through serial write. - When Left Click is released ("#") is sent through serial write - When Right Click is pressed ("&") is sent through serial write. - When Right Click is released ("$) is sent through serial write. The program writes (#) to the serial port then toggles off the sending of serial data when (2,3,4,5,6,7,r,f,c,x) is pressed. The program is toggled back on when (1 or 9) is pressed.
