VR first person street tour, Oculus Rift compatible, envirnonment animation - Unreal Engine 4 experiece necesary

We need to develop for a complex VR project, a street tour thru a interwar city witch it is look like the user walk on the streets and see his hands and the environment can see other people from that period and interact with some of them. This project must be compatible with Oculus Rift VR and must have the posibility that user can choose at the bigining witch person will be, man or a woman. The environment will be made based on a buildings plan and we will give you a part of the environment parts. the location of the streets will be as in the sketch below and the buildings will look like in the attached pictures. The navigation buttons will be set as well, the user will be able to go forward, back, run, or make some gestures using buttons on the joystick and set the walking direction with the head [login to view URL] will also have a background sound appropriate for that time and a few short audio messages that will be told by the few characters that will interact with the [login to view URL] user will also encounter two four-horses drawn trail, which will be animated to go all the way (as a circuit) have a specific sound, and will be able to meet it several times.A part of the characters will be moving others will be placed in different places on the [login to view URL] user will be able to enter three buildings, located on the edge of the streets, and will have an interior decoration from the interwar period for which we will provide the necessary elements. The character tells the user what the location is when the user enter the building and stop if the user is out of the building or is finished. The background sound and the voice for the voice of the character will be provided by us. - Build two four-horse drawn carriage that will move in the opposite direction across all the streets of the project. - Build the green field behind the buildings and limit user access to that green space (it will take only a few steps in the green field). - Put sound to each character, sound provided by us. All the project must be executed with very good graphics, no pixeled images or other installation defects. Any defect or malfunction will be remedied by the developer who will do this project until the project is received, otherwise we will pay partially or not at all, depending on the severity of the reported problems. The budget allocated for this project is 4000 euro and the full payment will be made within 45 days from the date of reception.
