download openstreetmap (.osm) data from online in C++

I have an application that uses openstreetmap data, I need to be able to download openstreetmap data directly from my application written in C++. I need a C++ class that can do the following: - given a city's name, get the gps coordinates of its centre, and the gps limits (min & max longitude & latitude) that it is contained in - given a set of gps limits, I need to download the openstreetmap data from that area. - The code needs to build & run in c++ with minimum complexity, so maybe using sockets, etc but not using boost or any other complex third party libraries.
