Windows Streaming Media + Expression Encoder Developer

Looking for ideas on how we can do this. We currently run Streaming Server using Windows Media Streaming Server 2003/2008, part of Windows Server 2003/2008. Streams are done using Microsoft Expression Encoder Client which sends data to Streaming Server which has features like recording, advertisements etc. We are looking for developer who has programmed in ASP, Csharp, .NET or PHP and is familiar with Windows Media server 2008/2003. PHP would work as long as we can talk to Windows Media Server through some library?! The following is just an overview 1) A website that would be like any video website that would have a main player which would be used for live streaming, The live streaming player would tell how many users are currently watching video and would be configurable such as placing logo etc. I believe windows server 2008 supports Flash and HTML5. (I can easily do this using silverlight but would like to achieve using HTML5 or Flash but using Windows Media Server 2008/2003 2) Recorded videos are stored by dates for every live streaming. I would prefer to have expression encoder (client) provide Title, Presenter e.t.c for live streaming so that their name is not just date but a meaningful name. Otherway of doing it is allow the user to change the filename from their account page. Remember the objective is to have a website with videos searchable by title, presenter, topic, etc. At any time there is a live video it would be recorded and stored in a directory. 3) Website would have two sections, One is public, and one authorised owner. An Owner would own a publishing point and would be able to add/remove/update videos, titles etc from their user page. This is just a basic overview, I would like someone to tell me as to the best way of doing it. I would like you to create a system where a owner of publishing point would be able to logon to the website, and add videos which would be presented using HTML5, FLash and or Silverlight Player. The main player would be used for live streaming. I have written this in a hurry as I don't have time to form an action plan as of now.
