Two simple Android apps

I do have a request that might be simple for you. I need to very simple apps built in the latest version of android Studio. One app would load a page and ask for user input, to enter an ip address. They would click save and the app would make sure there is an SDCARD and make a directory called IP, and save a text file with a single IP address the user inputs. Appropriate error handling and reporting to end-user. The second app would only need to read from SDCARD/IP/[login to view URL] and set the ip address to a string variable, and display the string variable to a toast. Appropriate error handling and reporting to end-user. third, I would like the read portion of the second app integrated into my app that just displays a simple splash screen then loads a NSD web server using direct connection form a WebView. My WebView app works as desired, I just need the ability to read an ip address from a text file located on a SD CARD and use that IP address to load the [login to view URL] web server. If the [login to view URL] file is not in the SDCARD/IP/[login to view URL] file, the application just tell the end-user to run the ipconfig app to register the IP address. I am running my app full screen and do not want a fab or other menus eating up screen space the web server can be using in full screen. To my knowledge the both apps will need internet and sdcard read/write privileges, I Would Like those integrated into the tow apps. Thank you, /chaoren
