Mobile Developer needed

I am looking for European based developer (no Asian) to develop an app for iOS and Android, as well as an web site that handles of the information (Especially for admin things, and customers). The app should required a classic login and a social network login. Once inside I want the user to be able to scroll through a list of bars near them. The bars should be registered manually by me in the web admin panel. The user will be able to see some features of the bars as well as filter by them. That should be the first part. The second part has two possible options, because I want the app to show how many people are there on the bar in real time (Or how full it is in percentage) Option 1: Use the map of the phone to check if the user of the app is in the bar. Then using my market research information, and the capacity of the bar, I could calculate the occupation of the bar at the moment. This formula will change over time depending on how many users use the app, so It has to allow me to do that change via de web admin panel. Option 2: Allow the user to enter the app, and complete a simple question like "How full do you think de bar is right now?". If the user does that he gets a discount in drinks or food for that night in the bar. So this option should generate that could, and also needs a web admin not only for my but for the customers (The bars) where they can register and put the code in their system to give the users de discount. The payment would NOT be through the app. A requirement for this option is also the map, so only user that are actually there can get the discount and answer the question. Also, for both options, at first there wont be to much people using the app so i need to complete de occupation of the bar based on historical values, so the web admin panel should allow me to do that, also if in option 1 or 2 aren't there any people at the bar with the app, the historical value should be shown. I am looking for some to develop the whole things, with an acceptable design. I am not looking for someone with super experience but I expect to see previous developed apps. I preferred the web api to be developed in Rails but it is not compulsory.
