In answer to your questions, we haven't done very many projects through this site but I have many years of experience as a startup consultant and software developer building and launching many new products. As a result we don't have any upwork/freelancer qualifications. Your project description is what caught my eye, I think it's a great idea - I live abroad and know the value of finding a community! In terms of project suggestions our biggest one is to keep the initial version as simple as possible to reduce both initial outlay and development risk.
To this end we would suggest for your first MVP an app which allows user to register, set a home location and a neighbourhood radius. After logging in they will see a "newsfeed" of posts from users living within their neighourhood radius. Users will be able to comment and "up-vote" posts which could range from events to advice to local services. Later versions could add address verification, pre-defined "neighbourhood" groups, public user profiles and in-app chat.
In terms of technology for this project we would suggest a web app which will allow users on desktop and mobile to immediately use your application through their browsers. Using a cross-platform code base (based on React.js) would allow you to easily extend to downloadable apps in the future. For the backend a server-less approach (using AWS Lambda/Google Firebase) would avoid technical management complexity and dramatically reduce operating costs.
I have worked in IBM and startup, successfully delivering 3 applications on the app store with end-to-end development. I am good at User Interfaces and used various third-party libraries, restful APIs, core data, as well.
