Custom WP plugin (admin menu)

Hi, As a webdesigner I have a lot of Wordpress users which I want to offer a custom plugin. I'm looking for someone who is able to create this stand-alone plugin for Wordpress. In simple terms it has to do the following: - As admin you must be able to change the menu in the WP backend. Should be able to change the order of all the menu-items (drag-drop), change the names of the items, per item hide the item for certain user roles, add new items (and pages) to the menu. I prefer it all in a style like the menu-manager build in Wordpress. Thanks
