Create and install jQuery scrolling script for custom divs

I have created a website with Wordpress and it is almost finished, the only thing missing is a custom scrolling function for some divs. I don't know almost any Javascript or jQuery, just HTML and CSS, so that's why I'm looking here. The site is renatavanzetto.krsites.com. I'm using the Divi theme by Elegant Themes. I've set fixed heights to some divs on the following pages: /receitas, /imprensa and /receita/verao-na-asia (which will apply to all future pages in the /receita category). I tried stylizing the scroll with CSS alone, however it was not compatible across browsers so I needed to look for a jQuery solution. The final product should look like the attached images, where when you hover on the arrows it causes a scroll effect. (Disregard the arrows beneath "sucos" on the /receitas page, they will no longer be needed). I also need you to troubleshoot the accordian on the /receitas page, because it's buggy in IE and I can't figure out why. If I'm satisfied with the scrolling work, it's highly likely I will also contract you to redo this entire accordian from scratch.
