Balloon Tip program

**Overview: Looking for Microsoft certified programmer to create a balloon tip program.** I would like this pop up program to appear the first of every month. I load this program on all new clean PCs. The user can click X to escape or click on icon of Computer Cartoon and be directed to [[login to view URL]][1]. - Needs to be caompatable with XPx86/Vistax86/Win7x86 and XPx64/Vistax64/Win7x64 **Balloon Tip program** The balloon tip should appear at the first reboot of machine and every 1st of each month after that. The balloon tip will display the same message for 30 seconds or until user action. User can click X to close or click computer icon to visit [login to view URL] ![][2] **Total Running Time Balloon Tip** Pressing CTRL + h hotkey will pop up balloon tip displaying the total running time of machine since reload. Format should be YEARS:MONTHS:DAYS:HOURS:SECONDS ![][3]
