baby support wesbite

i am looking for a a simple website design/creation. it will require users to sign up for a membership to view contact details of desired parties. it is a website for pregant women or women with newborns, toddlers. members can log on and list their baby items they want to give away for free (no cost) members can log on and sell their baby items ($1 listing fee) members can log on and see what items are listed, but for contact information they need to have a paid membership. payment accepted via paypal or credit card. the website is for baby support. would like it to be basic, members can upload pictures of their items for sale, listings should look like simple craigslist listings, with same type of upload procedure for pictures. maximmum i want to pay is $100 for the website
