Design a website for me

I need a website for my online business created for me quickly. I need it to look professional and easy to navigate. Details as follows: It's an article submission website, along the lines of [login to view URL] and [login to view URL] Writers will come here to read articles on various topics and submit their own articles in order to earn ad revenue. Articles will need to be placed in different categories. Authors will need to be able to create their own 'About Me' page and be able to submit their own articles. Their 'About Me' page will include a photo, their own text box and a list or link to their articles. You will also need to create a 'Marketplace' section. This is a place where authors can submit their own articles to be brought by publishers. Similar to [login to view URL] - it should have the title of the article, the wordcount, the price and should be able to view the first 75 words of the article. Payment will be made through paypal on the Marketplace. You will need to upload the right images, photos, designs etc. as well as dealing with all the Google ads. I would prefer to have the website up and running by the end of the month at the latest as my current web developer has taken over 5 months and I've not seen anything except a 'website under construction' page.
