Create an Animation

Look forward to working with you! 1. Create a still cartoon with 4 different human characters based on a full sketch provided. These non-moving characters will appear be in 5 different locations on one scene. This will need to be in HTML5 for my website to appear on computer and mobile phones. 2. When the user clicks on the 5 different locations, the characters animate. Simple, very simple animation then is involved. 3. When the user clicks on the text above the 5 different locations, a one name text word appears. Full sketch will be provided. Full details of animations required will be provided. No conceptual work needed just good know-how of HTML5 animation for a webpage. That's it! I'm looking for: simple, clean and crisp animation that is lovely and fun. Something in the style of the image attached below would be ideal.
