Convert a Template to a Website

Hi there,
We're looking to hire an awesome front end developer to help us convert the design (done in Sketch) to a responsive website (for mobile).
This will need to be complete by 15 Sept.
It is a single scrolling landing page designed to help people download a smart phone application (iphone and android).
There are 5 sections - 2 of which require some animation:
1) arrows that click to let the user flick to the next app screen shot on the background of a smartphone. (eg - [url removed, login to view] - How it works)
2) an automatic carousel of images on a coloured background. (eg. auto play [url removed, login to view]).
The current design does not require a navigation bar (except for the company logo), but we'd like to have one built, so that we can apply it when ready to add linked pages.
We will require iterations until the web page looks exactly like the design given, with the animations requested above.
