Convert HTML tables page to CSS/XHTML

I need to have a single HTML page that is mainly built in tables converted to CSS and xhtml. (The horizontal and vertical nav bars are already structured in CSS). I want the page layout to remain fluid (as in the current format) across window if possible. (If being fluid is an issue or problematic I would need to know beforehand).
Cross browser compatibility is critical as is having this done in valid, commented, accessible CSS and XHTML. (IE5/6/7 and Firefox compatible/Valid optimized CSS).

I would provide you with the html page as it now exists, all images, css.
Time is an issue so a fast turnaround is critical for us as in one to two days. Also, since much of this work isn't too complicated our budget for this one job is $50 or less. In this regard I can tell you that there is a very good chance that there would be other work for you related to this and other projects. Also, please tell me what your experience is and work examples.
