I am in Angola and in my country it is not possible to pay for goods in local online stores using any sort of payment cards. Here, people usually go the ATM, use Internet Banking or to to the bank to do the transfer. When they pay via ATM or Internet Banking, the dealer gets a notification. They had developed a system called ProxyPay ([url removed, login to view]) which is an ATM gateway payment software. Everyone wishing to receive payments without asking for proof of payment from his client must have an account with them. However, this system does not allow an online store to receive payments using a virtual account like PayPal.
My project is to develop a local PayPal system which the clients may transfer money from their physical account to this virtual account using their client/reference number on the ATM or Internet Banking. When the client sends money to his PayPal, the system must award him equivalent points automatically. This way everybody can create an account with us, make and receive payments, automate monthly payments and easily create a widget to add on websites whenever someone wishes to sell goods on his website, as well as pay for goods in stores using his virtual account/mobile app. The system must also be able to revert the equivalent points from the virtual account back to the physical account. I don't need to receive VISA and MasterCard payments.
We already have the API of the responsible entity here in Angola in order to create an integration system similar to ProxyPay and from there build what's necessary. We can see if it's easier to start the project using already the ProxyPay system instead of ditching it.
