Article Directory Web Site

Hello EveryOne! I am trying to have someone to build a Article Submission Directory Web Site for me. I want to be able to maintain the articles. I want the users to be able to login and keep track of what articles they wrote as well. A Comment section below the article. Feel free to shoot your suggestions and bids. This is not a rush project therefore I will be taking my time looking at every and best offer. Basically I am looking to something similar to: [login to view URL] PS: It would also help if there is an example out there that I can look at. I does not have to be a demo you build just to show to me - it could also be any presentable web site - as long as you are sure you can build the same one for me. Also I want to know what platform or which way is it going to be built - for instance I know WordPress has some scripts for that - so it helps letting me know that you can build a Article Submission Web Site for me for "N" amount of money; it is going to be built on "abc" platform. If you can also list advantages of you preffered method of building this project - that would certainly speed my decision way up. Thank you much!
